Member of the Political Economy Club, 1861-84. M.P. for Brighton, after many defeats, 1865; re-elected, 1868. Largely responsible for the passing of the Reform Bill, 1867. M.P. for Hackney, 1874-84. Obtained appointment of committees upon Indian finance, 1871-3 and 1874. Popularly known as 'the member for India.' A strong supporter of Proportional Representation in Parliament. Advocated decided action in the matter of the Bulgarian atrocities, 1876, and co-operated with Lord Lawrence in trying to make the Afghan war unpopular. Author, Manual of Political Economy; The Economist; Position of the British Labourer; Pauperism, Its Causes and Remedies; Free Trade and Protection.
