Penn, John. Adm. Fell.-Com. at CLARE, Dec. 17, 1776. [4th (eldest surv.) s. of Thomas, and grandson of William (his mother was a dau. of the Earl of Pomfret). B. Feb. 22, 1760, in London. Succeeded to his father's property in Pennsylvania, 1775; went there in 1782; being the last proprietor and hereditary Governor of Pennsylvania. Returned and settled in Stoke Poges, Bucks., in 1789. Lieut., Bucks. Cav.-Vols., 1803-7. J.P. for Bucks.; High Sheriff, 1798. M.P. for Helston, 1802-3. Governor of Portland Castle, 1805; built 'Pennsylvania Castle' on Portland Island. Captain in command of the Portland Island Legion Vols., 1804-7. Miscellaneous writer of poems and plays. Founded the 'Outinian Society,' originally started as a 'matrimonial society' intended to improve the 'domestic life of married persons.' Erected a mausoleum to the memory of the poet Gray.
