Sailed with Sir William Carr Beresford to liberate Monte Video and Buenos Ayres from the tyranny of Spanish rule, 1806. 'Popham could do nothing beyond blockading the river till the arrival of reinforcements in October permitted him to take the offensive and to occupy the harbour of Maldonado.' Recalled to England, and tried by court-martial on a charge of having withdrawn from the Cape of Good Hope without orders, being severely reprimanded.
