Called to the Bar, Jan. 20, 1789. M.P. for Dover, 1790-1802. A Lord of the Admiralty, 1791-6; of the Treasury, 1797-1802. Author, The Sovereign (a poem addressed to the Emperor Paul of Russia), 'a poor effort, which encountered a good deal of ridicule.' 'In 1790 he made a speech in Parliament which pleased Pitt and to everyone's astonishment was made a Lord of the Admiralty and of the Treasury which he held until Pitt resigned.'
