most enlightened among the leading inhabitants of the land of the rising sun,
and foremost among those who have endeavoured to introduce into Japan some of
the best elements of the civilization of the West.' Superintendent of the
College, afterwards known as the Imperial University, of Tokio; Vice-Rector,
c. 1876 and Vice-President. President of the Board of Professional
Education in law, medicine and engineering. Director of the Bureau of
Educational Affairs. President of Fine Arts Commission. Special Commissioner
