University Extension Lecturer on Political Economy at York and Hull, 1882-3. Professor of Mathematics at the Mahommedan Anglo-Oriental College, Aligarh, 1885-7. Adm. at Gray's Inn, June 14, 1887. Secretary to the Cobden Club, 1899-1904. Took up journalism and wrote for the Pall Mall Gazette and, later, for the Westminster Gazette and the Daily Chronicle. M.P. for Preston, 1906-9. Alderman of the L.C.C., 1909-12. Editor of the Edinburgh Review, 1912-29. A member of the Bryce Commission on German Outrages, 1915; of the Committee of Public Retrenchment, 1916, and of the Royal Commission on Decimal Currency, 1919. A frequent contributor to the Times Trade Supplement. Distinguished as a writer for his lucidity and persuasiveness; his weekly articles in the Sunday Times were a special feature of that journal. A staunch free-trader and an orthodox economist, he possessed what his friends described as an uncontrollable conscience, which no party and no party newspaper could subdue.
