Under Secretary in the Civil dept., 1796-1801; resigned on the Union being accomplished. Returned to England. Under Secretary for War and the Colonies, 1804-6, 1807-9; for Foreign Affairs, 1812-17. On intimate terms with Lord Castlereagh, serving in various departments over which he presided. Wrote in favour of the Union between Great Britain and Ireland.
