Practised in the Chancery Court of Lancaster. Quain Professor of Law at University College, London, 1896-9. M.P. for West Fifeshire, 1889-1900; for North Bristol, 1906-18. Rector of Glasgow University, 1911. President of the Board of Education, 1905-7; won appreciation by his conduct of the 'Education Bill.' Possessed a curious type of humour which found expression in sayings known in the House of Commons and the Press as 'Birrellisms.' A noted Liberal speaker on political platforms. P.C. Chief Secretary for Ireland, 1907-16; converted the Belfast College into a University and established a National University; tenure of office rendered memorable by the outbreak of the Great War and the subsequent Sinn Fein outbreak, 1916.
