Popham, Home Riggs. Adm. pens. (age 15) at TRINITY, Jan. 23, 1776. [Yst.] s. of Joseph, of Gibraltar [sometime H.B.M. Consul at Tetuan] (and Mary Riggs) [21st child of his mother, who died at his birth). [B. Oct. 12, 1762, at Tetuan.] School, Westminster. Doubtful if resided. Entered the Royal Navy, 1778; served in the Hyaena, 1778; in the action off Cape St Vincent. Jan. 16, 1780; Lieut., 1783; engaged in the East India and China trade, 1787-93. Served in Flanders under the Duke of York, 1794; Commander, 1791; Post-Captain, 1795; commanded the Naval portion of the Expedition to Ostend, 1798. Sent to Kronstadt, 1799, receiving marks of favour from the Emperor of Russia. Commander-in-Chief of an expedition against the Cape of Good Hope, 1806. Sailed with Sir William Carr Beresford to liberate Monte Video and Buenos Ayres from the tyranny of Spanish rule, 1806. 'Popham could do nothing beyond blockading the river till the arrival of reinforcements in October permitted him to take the offensive and to occupy the harbour of Maldonado.' Recalled to England, and tried by court-martial on a charge of having withdrawn from the Cape of Good Hope without orders, being severely reprimanded. Captain of the Fleet in the expedition against Copenhagen, 1808. Rear-Admiral, 1814. Commander-in-Chief on the Jamaica station, 1817-20. M.P. for Yarmouth, Isle of Wight, 1804-6; for Shaftesbury, 1806-7; for Ipswich, 1807-12. Received the Freedom of the City of London, 1808. K.C.B., 1815; K.C.H., 1818. F.R.S., 1799.
