Member of the Convocation of Apr. 20, 1775, 'to concert measures for the preservation of American rights and for the restoration of harmony between Great Britain and the Colonies.' Represented Albany in the Provincial Congress of May 21, 1775, the first legislative Assembly in New York elected by popular vote. Member of the Assembly, 1777-9; Speaker, 1778-9. Member of Continental Congress, 1784. His war services included Commissary of Stores and Provisions for New York from July 17, 1775; Deputy Commissary-General, 1775; resigned, Sept. 7, 1776, because of a dispute with the Commissary-General.
